Advice from the Office for National Statistics:

The release of final outputs follows the Statistical Disclosure Control Principles Model which has been approved by ONS for disclosure checking research outputs. Researchers are fully trained in this model prior to undertaking research on the LS. Outputs are assessed for disclosure on a context-specific basis. The 10 threshold rule is only part of this model. Where descriptive statistics are presented, it will be assessed by a User Support Officer (i.e. an ONS officer, not CeLSIUS) for disclosure. If it refers to less than 10 observations, the User Support Officer will work with the researcher to understand why it is necessary to present a small cell count, and if doing so would increase the risk of disclosure.
